Clark County VINELink Changed to MOVANS
Missouri replaced the former VINELink-facing workflow with the Missouri Victim Automated Notification System, or MOVANS, on May 5 and 6, 2026. The operational public search is now the MOVANS portal. Older Missouri instructions that point to the VINELink app or a legacy notification telephone route are obsolete. Current Missouri notices describe text and email alerts.
This change matters in Clark County because older VINELink instructions remain easy to find. A current check should not ask the user to download the retired app, call the old VINE registration line, or use an old telephone acknowledgment PIN. The current interface uses its own contact confirmation and management steps. Follow what MOVANS displays and date any saved capture because interface details can change.

The transition notice is the controlling starting point when an older brochure conflicts with the current MOVANS screen.
Clark County MOVANS Release Coverage
MOVANS reports custody information from participating agencies. Clark County Sheriff's Office appears as a selectable provider in current facility data, which supports a local county-jail search and registration. The system can help identify a reported release, transfer, or other custody event. It does not create the sheriff's legal release record or the court disposition.
County and state coverage should not be blurred. A Clark County Jail record concerns local custody. A person transferred to the Missouri Department of Corrections moves into a separate state-custody path. Current MOVANS instructions direct MODOC notification registration to the department's Office of Victim Services, and a local subscription should not be assumed to follow someone automatically into state prison. Confirm MODOC provider participation and available events in the live portal at the time of registration.
The official Missouri MOVANS program page explains the notification service. MOVANS does not replace the Bureau of Prisons locator, the ICE detainee locator, or a court docket. Those systems cover different custodians and legal events.
Note: Clark County participation supports agency-fed alerts, but each alert still needs to be read according to its exact provider and event label.
Search One Clark County Release
A focused MOVANS search begins with the person, not a general facility directory. Use the best available identifier and narrow to Clark County Sheriff's Office when the interface offers the provider filter. Common names require care. Do not use a name alone when the result also provides age, an offender identifier, or agency information that can distinguish records.
- Open the current MOVANS public portal directly. Choose the offender or person search rather than browsing a general list of facilities.
- Enter the person’s name or identifier. Add available filters and select Clark County Sheriff's Office when checking a local jail event.
- Review every plausible match. Compare the provider, age, identifier, and any other non-sensitive matching detail shown by the portal.
- Open the correctly matched record. Read the custody status and event exactly as MOVANS displays them.
- Record the reporting facility and the date and time of the check. Preserve an alert or confirmation without publishing private contact details.
- Call Clark County Jail at 660-727-2911 to confirm the release date, release type, or receiving agency when the distinction matters.
“Released,” “transferred,” “out of custody,” and “no result” do not mean the same thing. A transfer means another authority may still hold the person. Out of custody may not state why custody ended. A no-result can reflect spelling, provider coverage, delay, or a record that is no longer visible. None should be silently converted into an acquittal, final discharge, or unrestricted community release.

Clark County MOVANS Release Fields
The current interface can expose identity, provider, status, and event details needed to match one person. Available fields depend on the reporting agency and record. Transcribe labels as displayed instead of forcing the result into a fixed county release form.

Register Clark County Release Alerts
Registration begins only after the correct MOVANS record has been matched. The current interface permits SMS or text numbers and email addresses, with up to five of each. It also offers English or Spanish and an optional victim-status prompt. These are current MOVANS steps, not the retired Missouri VINELink telephone workflow.
- Open the matched person’s record and select “Register for Notification.”
- Add an SMS number, an email address, or both. Enter no more contacts than are needed and verify each address or number before saving.
- Choose English or Spanish. Answer the optional victim-status prompt as appropriate.
- For SMS, create the four-digit numeric management or recipient PIN. This PIN is used to identify the recipient and manage the text registration.
- Save the contacts and accept the system's stated purpose terms.
- Confirm email through the link sent by MOVANS. Confirm SMS with the six-character code or direct link supplied in the message.
- Preserve the confirmation. Manage text alerts with the mobile number and four-digit PIN; manage email through the emailed management link.
A registration remains pending until its contact method is confirmed. If no confirmation arrives, check the entered number or address and use the support instructions shown by the current interface. Do not substitute a legacy VINE phone number or old app instructions.
When Clark County reports transfer to MODOC, establish the state notification path separately. The current portal directs DOC-offender registration to the MODOC Office of Victim Services at 573-526-6516, and the transition notice lists victims@doc.mo.gov for weekday assistance.
The state branch is needed because a Clark County subscription begins with the county provider that supplied the local custody record. Once the sheriff identifies MODOC as the receiving authority, the relevant future events come from the state system. Give the Office of Victim Services the person's DOC number when known and ask which current event types are available. Do not assume that the county alert migrated with the transfer. Keep the county MOVANS confirmation and the state registration confirmation as separate records, then check each notice against the agency named in it.
Contact confirmation also protects the alert route. The four-digit SMS management PIN identifies the intended text recipient, while the six-character code confirms that the number can receive messages. Email uses its own confirmation link. Those steps are different from the retired telephone acknowledgment process. A saved but unconfirmed contact may remain pending and should not be treated as an active release alert.
Read Clark County Release Alerts
A custody alert is a lead from the reporting agency. It is not the sheriff's release sheet and does not decide a criminal case. Save the message, time, event label, and provider. Then ask the provider for the public release date, disposition, and receiving agency where applicable.

A Clark County Jail release should be checked with the sheriff's booking and release record. A court order or disposition can be reviewed in Case.net, but the court docket may not record the exact time the jail completed the physical exit. A state parole or conditional-release event belongs with MODOC and the assigned field office.
Clark County Release Check Limits
MOVANS covers participating-agency custody data. It does not certify every Clark County release and cannot establish that all legal supervision ended. Data can arrive late, be corrected, or use categories that differ from a sheriff release disposition. Registration is most useful before an expected event. A search after the fact works only if the record or event remains available.
Federal prison releases require the official BOP Inmate Locator. Federal pretrial movement may involve the U.S. Marshals Service and a federal docket. Immigration custody requires the ICE Online Detainee Locator and ERO follow-up. MOVANS cannot replace either locator, and a Clark County roster disappearance may be a federal or immigration transfer.
The Missouri State Highway Patrol registry is also narrow. It covers registrable people and cannot act as a general released-person search. Absence from that registry says nothing about whether someone left Clark County custody.
Note: Preserve the provider and timestamp because the agency that supplied the event is the best source for a durable release confirmation.
